Permit to Carry a Handgun Registration System (FARS)

The Concealed Carry Permits service allows for online submission of both initial and renewal applications.  Approved applications are due for renewal every two (2) years. Renewal applications can be submitted up to four (4) months before the expiration date. Concealed Carry Permit applicants need to have been fingerprinted for firearms purposes in New Jersey and assigned an SBI number before they can apply for a Concealed Carry Permit. If you have never been fingerprinted for firearms purposes in New Jersey before, start with an application for an Initial Firearms I.D. card. Instructions are on this website.

If you have lived outside of the State of New Jersey in the last ten (10) years, please fill out form SP-066 (Consent for Mental Health Records Search) and upload it to your application. Form also available on this website.

What you will need for submitting an Initial Concealed Carry Permit application:

  • SBI number
  • Randolph’s ORI number: NJ0143200
  • Upload of recent Passport-style photograph (on a light background, including head and shoulder). No hats or glasses.
  • One (1) training record completed within the past two (2) years, instructor name and qualification date
  • Personal information, including Social Security number and Driver’s License number
  • Background information
  • Contact information for four (4) non-family related references
  • Information on handguns to be carried
  • $50 application fee to NJSP

Applicants must appear at the Randolph Police Department headquarters to pay the $150 application fee. Non-refundable payment is required to be made prior to the completion of a background investigation, as per NJAC 13:54-1.4.  The fee can be paid by cash (exact change), check or money order made out to the Township of Randolph. The fee can be paid at the Police Department Records window Mon-Fri from 7am – 4pm.  Verification of proof of residence is required at time of payment.

Civilian Carry Assessment and Range Evaluation Information:                                                                                            

Review the Civilian Carry Assessment and Range Evaluation (CCARE) Memorandum and the CCARE Requirements. This assessment and evaluation has replaced the Permit to Carry Safe Handling and Proficiency Qualification protocol (HQC2-modified) and is the required range component pursuant to N.J.S.A. 2C:58-4(g).
