Please note: An Ordinance Amending Chapter 18, Finance and Taxation, of the Revised Ordinances of the Township of Randolph by the Addition of Article VI, Property Tax Exemption for 100 Percent Disabled Veterans
- Whereas, pursuant to N.J.S.A. 54:4-3.30, a veteran who has been declared by the United States Department of Veterans’ Affairs as an honorably discharged veteran with a service connected disability evaluated at 100 percent, and not so evaluated solely because of hospitalization or surgery and recuperation, shall be exempt from taxation on their dwelling and the lot on which it is situated on proper application made therefor; and
- Whereas, the Township of Randolph wishes to honor veterans who have suffered a 100 percent disability as a result of their service in the United States Armed Forces; and
- Whereas, pursuant to N.J.S.A. 54:4-3.30 et seq., upon review and approval of the required documentation by the Township Tax Assessor, the Assessor shall exempt veterans who have been declared to be 100% disabled from their proportionate share of property taxes; and
- Whereas, the Township of Randolph desires to amend and supplement Chapter 18, Finance and Taxation, of the Revised Ordinances of the Township of Randolph, by the addition of Article VI, Property Tax Exemption for 100 Percent Disabled Veterans, to establish a formal policy regarding property taxation exemption for veterans who have been declared to be 100 percent disabled.
Now therefore be it ordained by the Governing Body of the Township of Randolph, County of Morris, State of New Jersey as follows:
Chapter 18, Finance and Taxation, of the Revised Ordinances of the Township of Randolph is hereby amended and supplemented by the addition of the following:
ARTICLE VI. PROPERTY TAX EXEMPTION FOR 100 PERCENT DISABLED VETERANS
In accordance with N.J.S.A. 54:4-3.30 et seq., the proportionate share of the dwelling and the lot on which it is situated, owned and occupied by a Randolph Township resident, now or hereafter honorably discharged or released under honorable circumstances from active service in any branch of the Armed Forces of the United States, who has been or shall be declared by the United States Department of Veterans’ Affairs to be a total or have a 100 percent permanent service-connected disability, and not so evaluated solely because of hospitalization or surgery and recuperation, sustained through enemy action, or accident, or resulting from disease contracted while in such active service, shall be exempt from its proportionate share of property taxation, on proper claim submitted to the Township Tax Assessor with all required documentation from the United States Department of Veterans’ Affairs.
The proportionate share of the dwelling and the lot on which it is situated, owned and occupied by the surviving spouse, surviving civil union partner or surviving domestic partner of any resident who died in active service in any branch of the Armed Forces of the United States, shall also be exempt from its proportionate share of property taxation during the widowhood or widowerhood of the surviving spouse, surviving civil union partner or surviving domestic partner, on proper claim submitted to the Township Tax Assessor with all required documentation from the United States Department of Veterans’ Affairs. Provided the applicant meets all the requirements to qualify for the property tax exemption, the Township Council, upon written confirmation of the Tax Assessor, shall adopt a resolution authorizing the return to the veteran, or the veteran’s surviving spouse, surviving civil union partner or surviving domestic partner, of the proportionate share of all property tax payments made from the date the application is filed with the Township Tax Assessor. Retroactive refunds shall not be granted for property taxes paid prior to the filing of the application with the Township Tax Assessor.
All Ordinances of the Township of Randolph which are inconsistent with the provisions of this Ordinance are hereby repealed as to the extent of such inconsistency.
If any section, subsection, clause, or phrase of this Ordinance is for any reason held to be unconstitutional or invalid by any Court of competent jurisdiction, such decision shall not affect the remaining portions of this Ordinance.
This Ordinance shall take effect as provided by law.

Notice is hereby given that an Ordinance entitled "An Ordinance Amending Chapter 18, Finance and Taxation, of the Revised Ordinances of the Township of Randolph by the Addition of Article VI, Property Tax Exemption for 100 Percent Disabled Veterans" was submitted in writing at a regular meeting of the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey, held on November 5, 2024 and was introduced, read by title and passed on first reading. A Statement of Purpose of the Ordinance is contained below. The Governing Body of the Township of Randolph will further consider the Ordinance for second reading and final passage thereof at their regular meeting to be held on November 26, 2024 at 6 p.m. prevailing time, at the Municipal Building, 502 Millbrook Avenue, Randolph, New Jersey 07869, at which time and place a public hearing will be heard thereon by the Governing Body and all parties in interest and citizens shall have an opportunity to be heard concerning said Ordinance.
Statement of Purpose of Ordinance
The purpose of the above Ordinance is to amend and supplement Chapter 18, Finance and Taxation, of the Revised Ordinances of the Township of Randolph, by the addition of Article VI, Property Tax Exemption for 100 Percent Disabled Veterans, to establish a formal policy regarding property taxation exemption for veterans who have been declared to be 100 percent disabled.
A copy of the full Ordinance is available to any member of the general public, without cost, at the Township of Randolph, Municipal Building, Millbrook Avenue, Randolph, New Jersey, at the Office of the Township Clerk, between the hours of 9:00 a.m. and 4:30 p.m.
